Law On the National Foreign Trade Single Window System

The Law on the National Foreign Trade Single Window System (“Official Gazette of the RS” No. 109/2025; the “Law”) entered into force on 12 December 2025 and will start to apply as of 1 January 2027.

The National Foreign Trade Single Window System (the “System”) is an information and communication platform designed to enable all participants in the import, export, and transit of goods to submit required documents and records through a single electronic point, in order to complete all prescribed customs procedures.

Businesses and individuals will be able to submit applications electronically for various certificates and approvals related to foreign trade, while decisions will likewise be delivered in electronic form. Once an application is submitted, competent authorities, primarily the Customs Administration, as well as relevant inspection bodies, will be able to exchange data directly through the System, eliminating the need for additional involvement by applicants.

The introduction of the System aims not only at the digitalization of existing procedures, but also at their simplification and harmonization with international standards.

The operator of the System is the Ministry of Finance – Customs Administration, responsible for managing and administering the System.

The Law distinguishes between internal and external users of the System.

Internal users are public authorities and institutions responsible for processing applications and issuing decisions, or for providing data required for decision-making.

These include, among others, the Veterinary Directorate, the Plant Protection Directorate, the Border Sanitary Inspection, inspections for medicines and medical devices, as well as various ministries, agencies, etc.

External users are parties submitting applications and documentation through the System in order to obtain decisions related to the import, export, and transit of goods. These include legal entities, natural persons, their authorized representatives, and state administration bodies when acting as parties to administrative proceedings.

The Law establishes a mandatory obligation for external users to use the System for submitting applications and receiving decisions electronically. In this respect, external users are to register a user account on the System portal based on a previously registered electronic identification (eID) account. External users are represented on the System portal by their legal representative or by an authorized administrator to whom user privileges have been delegated.

The Ministry of Finance is required to adopt the necessary bylaws related to the System by 11 April 2026. The Customs Administration is expected to publish technical instructions on how to use the System by 10 June 2026.
